Describe the various clauses and amendments which favors democratic decentralization in India.
The Constitution of India has 7th Schedule under Article 246 which deals with the subject of local government. Moreover, the 73rd and 74th constitution amendment are based on Articles 40, 46, 47, 48 and 48-A of the Indian Constitution. In Article 40, the organization of village panchayats provides that the state shall take measures to organize village panchayats and endow them with powers and authority which may be necessary to enable them to function as units of self-government in rural areas. Further, Article 46 provides for the promotion of educational and economic interests of Scheduled Castes, Scheduled Tribes and other Weaker Sections and the Article 47 says that the state shall take steps for preserving and improving the breeds and prohibiting the slaughter of cows and calves and other mulch and drought cattle and public health.
The State is enjoined to endeavor to organize agriculture and animal husbandry on modem and scientific lines in the 48th Article. This Article also calls upon the state to take steps for preserving and improving the breeds and prohibiting the slaughter, of cows and calves. and other milch and draught cattle in our country. The protection and improvement of the environment and safeguard of the forests and wild life has been enunciated in, Article 48 A.
